RFP Drug and Alcohol Consortium
The current contract for testing services for the Drug and Alcohol Consortium will expire at the end of 2023. Therefore Bi-State is putting out a request for proposals (RFP) from qualified vendors for services in 2024. Prospective vendors will need to create a document detailing their ability to fulfill the needs of the Consortium and provide an estimate of prices for services rendered. Grant Readiness and Administration
Bi-State staff can write and administer grants for many types of awarded projects, maintaining compliance with all applicable state and federal guidelines and requirements.
In order for Bi-State staff to best assist with grant applications, the applying member government should be prepared to provide the following information:
- Proposed project scope and purpose, including target population and explanation of how the project fits within the member government’s goals
- Detailed project budgets, including estimates/quotes if applicable
- Budget for most current fiscal year
- Community’s comprehensive plan and/or mission statement, or documents supporting the project's planning and priority
- Any other supplementary materials as dictated by the grant application guidelines
Staff also offers assistance in conducting household surveys as needed for applications, particularly for competitive state programs funded through the U.S. Department of Housing and Urban Development, which require documentation of benefit to at least 51% low-and moderate-income persons to establish eligibility. Income survey contracts should be scheduled well in advance of application deadlines. These grant programs include the Community Development Block Grant (CDBG) program, which is administered by the Department of Commerce and Economic Opportunity (DCEO) in Illinois and by the Economic Development Authority (IEDA) in Iowa.
Iowa applicants should be registered with IowaGrants.gov, which provides an online grant application and management system as well as a search portal for grant and loan opportunities.

Staff develop publications highlighting community data relating to the population, employment, transportation, health care, entertainment, education, communication, utilities, climate, cost of living, quality of life, and other community information.

Multi-Purpose Trail Planning (Regions 2 & 9 Rural Planning)
Bi-State staff provide assistance to member governments in the area of trails and pedestrian planning. Previous work done by Bi-State includes trail master plans, staff assistance to various bicycle and pedestrian initiatives, greenway planning, and grant application preparation. Bi-State staffs the Bi-State Regional Trail Committee, which meets every other month to act as a forum for coordination and communication for local governments and trails stakeholders. Periodically, special meetings and webinars are hosted on topics involving bicycles and pedestrians, such as active transportation and Complete Streets.
Bi-State also administers a trail counting program to collect user estimates of area trails. Since 2013, data has been collected around the region and shared with municipalities for their transportation planning and recreation activities and for grant preparation. Data is also used to inform long- range transportation and recreation planning in the region.
Bi-State has also partnered with the Quad City Health Initiative to create a “one-stop shop” for non-motorized trails. The interactive website, QCTrails.org, contains information on trails, bikeways, walking paths, and water trails in the Quad Cities metro area, but staff is aiming to expand coverage to the Bi-State Region. The website was made possible with funding provided by the Centers for Disease Control and Prevention (CDC) Partnerships to Improve Community Health (PICH) Grant, in support of the Be Healthy QC project administered by the Quad City Health Initiative. QCTrails.org encourages users to explore area trails and to track trail usage through the ability to earn badges as trail segments are completed.

Public Participation in Transportation Planning
Bi-State Regional Commission is the designated Metropolitan Planning Organization (MPO) and Regional Transportation Planning Organization (RTPO). The Commission and its assigned staff are responsible for ensuring that there are opportunities for the public, including interested parties, to participate and have input in key decision points related to transportation planning, programming of transportation funds, and project development.
Key transportation documents produced for the Quad Cities Metropolitan Area (MPA) and Region 9 include the Long Range Transportation Plan (LRTP) and the Transportation Improvement Program. Regional documents for both geographic areas include the Bi-State Regional Intelligent Transportation System (ITS) Architecture, Bi-State Region Transit Development Plan, and Title VI Program and Non-Discrimination Policy.
A Transportation Planning Work Program (TPWP) is developed as a plan for work for the Commission staff utilizing the transportation planning funds. The TPWP provides background on transportation planning and activities related to public participation for the current fiscal year. The TPWP also explains public participation in planning and programming, as well as the technical and advisory committees and delegated authority groups associated with transportation planning in the MPA and Region 9.
The Public Participation Plans for the MPA and Region 9 are included in key transportation documents as part of appendices to assure that the participation process is clearly communicated with each planning effort.
